On top of that sits a powerful layer of EU-wide regulation: the GDPR for data, the Digital Services Act and Digital Markets Act for online platforms, and the new AI Act. For cross-border deals, the Rome I Regulation decides which national law applies. Getting both layers right is the whole job.
